I sleep with a white noise loop on my iPad coming out of two speakers. I need volume control and stereo sound. ADD ear plugs and both work together nicely. Although LOW frequency sounds are hard to mask when you can FEEL them.

I've said it numerous times. Purchase a BOAT HORN that people use on the ocean or on sports fields. Hold that can of air next to the wall and TRAIN THOSE PUPPIES. You must fight fire with fire. Wait until they are asleep then BLAST those MF's.

They are preventing the quite enjoyment of your domicile. Might be time for a lawyer. The management company will have insurance which a good lawyer can grab a good chunk of $$$ for your inconveniences and relocation expenses. Some lawyers will work on a contingency at no cost to you (They usually take 1/3rd if they win) Start with copies of police reports to create a papertrail. When management is sued most will find a way to get rid of troublemakers. At least that's been my personal experience with a similar experience. Good luck.

That's actually the best situation to happen. Then you can record it, press charges, and management will have to do something about it.
