The observer should be able to call local police, and that officer should be fined.

Plain and simple.
No one is above the law.

Eh, they don't bother when I park next to the hydrant in front of my building for 10 minutes to unload groceries, so I guess I'll reciprocate.

They could have parked in the hatched area and not blocked an active lane.

Even traffic enforcement cars park illegally. And their big emergency is?

But at least this one found parking

I ride a bike to for exercise, I ride in parks or along the beach. When I do ride on the street it's way out of the way of oncoming traffic & I don't ride my bike with a sense of I own the road sense of entittlement. You people think you are owed somthing because you ride abike. You need to stay out of the way. You don't deserve a bike path that its taking away precious space for a car & truck's to travel.

How about you learn to give the right of way when you see a 40ft truck or bus trying to make a right turn. I'm sick of you not respecting the rules of the road than when one of you get's run over because you tried to beat a truck, bus or car making aright hand turn passing blame along to the person that hit & possibly killed you becuase you think the road is belongs to you.

Let me pass some information along to you, IT DOESN'T!
