I think it means: if nothing bad happens outside my window or on my block, the storm was "media hype."

Even when high tide is over, the water may not leave some areas. If the pumps start failing, the water will be locked-in around low lying areas.

NYC is getting the worst winds of the storm.

Battery Park is flooded.

Lived up to the hype.

Our gusts are up to 83 mph.

Exactly! I always refrain from making those type of assumptions until after the storm because you never know. I hear the wind banging my windows and it's some scary $*it.
