Recruitment process for employment (authority, health, schedule)

I recently did a application for the city of Atlanta. I completed a interview where I signed papers so they can run a background check on me. I received a call 2 weeks later telling me to come in and complete a driving test with other candidates. A week later I received a email telling me I was eligible for the position and to call the HR as soon as possible. When I called HR offered me the position I applied for and congratulated me. I was told to go take a physical and drug test in which I completed successfully and was told once they receive the paperwork from the health clinic I will be scheduled to come in and sign papers for the position. I haven't received a date yet to sign the papers. So I emailed HR and they told me "The position I am being placed in hasn't been approved yet and we will contact you after the recruitment process is complete". Can anybody tell me what they think is going on because I'm kind of lost? Do they have to get it approved by higher authority? Do I have the job? I'm lost
