The video doesn't have sound, so there can be different interpretations on both sides of what happened.
NYPD is to blame for all of this. Had they done their JOB by following these knuckleheads on land and in the air, then none of this would have happened. If the bikers would have seen cop cars following close behind, then I doubt very seriously they would have done their wheelies or whatever they were doing on the freeway inconveniencing people.

Because by closing off the entrance ramps they either knew or anticipated these riders would be a problem.
I'm still dumbfounded that there were no cops on the road at all. Another poster said there was a precinct just six blocks away. Okay, that's fine and all, but WHERE WERE THE HIGHWAY PATROL COPS??
Why would NYPD close off the ramps, but yet NOT have cops following these guys or close by?
Do you really believe they would have acted the way they did with the SUV driver if there were cops on the road with them?

I'm sure the SUV driver will be absolved of civil liability. Matter of life and death. Mieses can try to sue him of course but the SUV driver will be exonerated in court. No judge is going to argue why he didn't just prefer to die.
There is no civil let out for life and death. You are still responsible if you damage someone else.
The only let out I know of is the SYG laws which make civil suits not acceptable if it is SYG. NY is not an SYG state.

Doesn't sound like the cops barricaded the entrance ramps...if true, why would the bikers need to do block oncoming cars?

If Mieses dies, then the question would be whether to charge Lien with involuntary manslaughter or vehicular homicide. I doubt that will happen.
