Doesn't really matter if you're flying internationally. You'll leave out of JFK. Also, JFK has many more airline options than LGA. You just leave a little earlier, that's all. No real difference in the end. Going to LGA you also have to take the bus and potentially wait outside in bad weather. For JFK just take the E to Jamaica and transfer to the Airtrain which takes you directly there.
Most people going from Manhattan to LGA usually just take a cab.
Yes JFK has the intercontinental flights. But lots of domestic and near international go out of LGA. It's a useful airport, and would be much more so if they hammered the kinks out of it (did the transit link, rebuilt the terminal, untangled the crossing runways.)

The wheels have been set in motion to replace the terminal for some time now. Recently Cuomo has begun making noises about he's going to support it--some might say take credit for it, given that this is an election year for him--and now Biden's jumping up and down talking about how bad LGA looks. Why would Biden even care about LaGuardia? Nobody sees any political backslapping in his statement? OK. Carry on, my dear, sweet innocent lambs.

The only benefit of LGA is that its very close to Manhattan and has easy access through a cab ride. However taking the m60 bus to LGA is horrible, the m60 bus is mainly filled with airport and airline workers. The only thing I hate about LGA is that is that flights departing from LGA when it flies over the South Bronx it helps contribute to the areas poor air quality and high asthma rates!

An airport must have a runway configuration that can account for 95% of expected winds in the area. Get rid of the intersecting runways at LGA and you can no longer have this. You'll have massive delays anytime the winds aren't out of the NW or SE.
That's why you only see parallel-only configurations in areas where the winds are pretty stable and generally come from the same direction year round (ATL, LAX, etc...).
This airport was built in the 1929 and it was a private airport. It was only in the 1940 or 50s that it became a public airport. So there is a reason why it is so outdated.
The Hong Kong Airport was built in 1998 which is why it looks so modern so it is unfair to compare it to LGA.
At the end of the day, LaGuardia airport is an airport. You are there to get on and off a plane. It does the job.
