Once someone has lived somewhere for 30 day, and can show even the most basic evidence of such, the are a resident, and have a legal right to stay. The cops are not going to break down your door for an illegal lockout. You simply don't answer the door/make yourself scare. The NYPD has plenty of stuff to do so the cops will just go back to the precinct. They will tell the person to deal with the case in civil court.

And there, again you have to be formally served plus there are court costs.

It has happened. It is a crime. They will arrest you for it.

You can do it, but it doesn't mean you should...you always run the risk of getting in trouble. If it were that easy, landlords would be doing it all the time to non-paying tenants, trouble making tenants, etc.

They can and will break down a door if the circumstances are right. I had to call the cops on an illegal lockout out once and since I had keys to the main door locks, they straight up offered to kick in the door chain if I so chose. They said even if I didn't have the keys, they could still do it but it's bit more work and pretty much everyone opens up after the first couple of bangs.

Unless you put up a fight, no cop is going to arrest you for it. They'll show up with the person in question and tell you that you have to allow them access to the house/apartment/spaceship/whatever, which you will do in their presence and that will be that.

The point being, you'll have to let them back in. If you refuse, the cops will arrest you.
