Thank you. It looks like the same email that they sent HMinnie. I don't know why they are saying that the won't receive a TCO until late Aug-early Sept, since one was just issued last week. Maybe it is old information. Or maybe they just don't know about the TCO being issued.
Anyway, this is about what I expected before and it still looks accurate:
July: TCO issued
August: Process resumes
September: First leases signed
My lease expires at my current apt on September 30 so I would like to get something done by then. Does anyone know, if a lease at 10 FPS is not signed by September 30, and I move out of the Community Board, do I lose eligibility for the apt since I would no longer be a Community Board resident?

I think you do. I found the marketing handbook on another forum and it says:
As instructed by the Agency prior to the marketing effort, the Marketing Agent may be required during initial lease-up to give an occupancy preference for a percentage of the units to applicants who, at the time of application and processing, are residents of the Community District in which the building is located (“Community Preference Units”). Applicants with community resident status must meet all other eligibility requirements of the Agency and the Marketing Agent (e.g., income qualification, credit history) to qualify.
Still, it's not as explicit as some of the other rules.
