I'm curious how you believe the system works, that a charity can give 1 percent of the money it collects to running programs, and still get an excellent rating? Maybe I'm overlooking something.

Expenditures-wise, the foundation is generally known for its good transparency and efficacy. The controversial part of these expenditures is that the foundation has generally set up its own apparatus to deal with issues rather than simply move money to other existing projects which has certain advantages and disadvantages. The controversy for the foundation overall isn't in whether its effective in its work or that it's not expending its donations on either tackling issues or setting up an endowment so it can continue longitudinal efforts, but is in its donor list.
