as far as i heard as of jan 22 2018 you cannot use a ny license as identification to fly anymore . our license issuing system along with other states do not meet the homeland security criteria for issuing them .
"Effective January 22, 2018, air travelers with a driver’s license or identification card issued by a state that does not meet the requirements of the REAL ID Act (unless that state has been granted an extension to comply with the Act) must present an alternative form of identification acceptable to the Transportation Security Administration (TSA) in order to board a commercial domestic flight.
New York is one of the 27 states that doesn't meet the requirements for the Department of Homeland Security Real ID Act or hasn't been approved for an extension."
the process here and in many states for getting a license is pretty loose
If that is the case, which I don't disagree with, then why have 2 options for a NYS DL? Everyone should just have the enhanced DL or suck it up and get a passport.

Only citizens can get an enhanced license. You do not need to be a citizen to get a ny drivers license
That article is from more than a year ago. Changes have been made since. NY got a temporary extension that is good through 2020. There are still 9 states that can't use their licenses to fly in 2018, but NY is not one of them.
