I haven't read through the rest of the thread, but basically this was what I was going to post. I'm on the board of my coop. We'd drop the hammer on him as soon as we got wind of it, regardless if the city has rules about this or not. And likely they do have rules.

Its very selfish of you in my eyes to do that, your poor neighbors.
You have to think people living like that will definitely develop serious mental conditions. If that's your whole life why not just go live on a farm somewhere where even if you're poor you'll be able to live like a human
