NYC is at least three times the size of the next largest. Than I'd have to go with "the city," which is all of Manhattan south of 96th st.
Since when does “the city” exclude Harlem? I’ve never seen/heard the term used that way. “The City” is either the whole city, or Manhattan in its entirety. Manhattan doesn’t get any less urban above 96th. What’s the difference between 125th and 72nd st, other than race?

"The City" is only Manhattan south of 96th st. North of that is "Uptown."

Yeah I don't hear people refer to Washington Heights and Inwood as "the city" even though they're also extremely urban. It seems to be used for Manhattan South of West 110th st or East 96th st

Again, I’ve never heard those areas excluded. Certainly no one in Harlem says “I’m gong to the city” when they go downtown.
Manhattanites don't seem to call Manhattan "the city" in general, that's an outer borough/suburb thing
That’s because all of Manhattan is THE CITY. Placing the cut-off and 96 on the east side or 110 on the west is purely racist. The only difference between Harlem and the Upper West Side is demographic.
And, I’ve heard plenty of Manhattanites say they were “heading back into the city”, from Brooklyn.
