Starbucks Bathrooms Open to All After Controversial Arrest | Time

So Starbucks decided to settle this with a company wide police that leaves no discretion to store managers/employees. Their bathrooms are open to everyone.

Why wouldn't the policy just remain that you have to be a paying customer, but apply it to everyone?

Employees have their own bathroom.
Most public bathrooms are beyond nasty.
