I actually ate with two friends at the Court Square Diner a couple of years when we were in that area and also stopped by the MOMA PS1 annex. The food was definitely decent there and it is a typical diner. On the other hand, I don't think we were very impressed with the MOMA PS1 annex but perhaps there are better exhibits there now.

It doesn't mention it because it's not true. If it were true, you would have been hearing about it for the past two years, just like we hear about the impending closure of part of the L train every other day in the news, even though it's not happening til next year.
