They didn't get served, but they did (supposedly) get notice.
Personally, I think it's BS not to require actual service in this situation. You'd have to serve in order to foreclose if the mortgage were in default. But that seems to be the law.
I'm not a real estate lawyer, but I think all the owners need to get into court pronto and bring an order to show cause to get the tax foreclosures vacated for lack of notice. Judges have a lot of discretion in setting aside default judgments (which, I think, these effectively would be), and seniors with paid-up mortgages and the money to clear any tax/water deficiencies (or not actually having any in the first place! or being in a repayment plan) would be pretty sympathetic petitioners on grounds of "excusable default." No foreclosure, no right for the city to transfer the property to anyone.
But, really, the city should back the hell down and request the orders be vacated at the very least for anyone who was either (a) not actually in arrears or (b) in a repayment plan at the time. (I'm not too impressed by "they never told us that we couldn't keep ignoring the water bill indefinitely," which was one family's position, but maybe let it go this one time.)
Again, folks: pay your taxes, pay your water bill, stay on top of your situation. It doesn't completely prevent bureaucratic screwups (I really feel for the guy who went in every year to pay and get his receipt), but it helps keep you out of harm's way.

I get you avoid conflict, but not voting doesn't mean other people won't vote. There will always be a government, and there will always be politics and in the end you harm only yourself and your own interests by not participating.
Normally innocent until proven guilty is the just moral way to go.
However, in any dealings you have with the government, treating them as if they intend to *********, at all times, is the safest and best policy.
I RENT and, I would get a lawyer if some landlord tried to jamme up over something I already paid or for a service he didn't provide.
Now for the people who let slip for 10 years, then it's time to cough it up in full but, jamming people up over $78 processing fees, only 3 weeks late, that he PAID already. Crap like this is why people fight for gun rights so hard in other states.
