This is elderly victimization.

If you are responsible enough to have purchased a home you are responsible enough to pay your bills.
Most responsible adults continue to pay taxes and continue to own their homes.
Every day we are one day older. One must prepare in advance for that possible day when
you may fail to act and think clearly. Policies implemented such as trusts, guardians and money managers
can and should be able protect the sheep from the foxes. If you do not plan you will be an easy target.

The elderly are the easiest of prey.
Targeted from all ends of the spectrum, from home aids to lawyers.
As they become feeble and begin to lose their mind they will also lose their money and homes.
You can pay the Trust manager now or you can pay the thief later.

Normally, elderly are victimized by "private" scammers. The notion, or possible notion, that the elderly are now being victimized at the hands of a government/municipal agency (either by rogue employees or systematic) definitely should NOT happen, in 2018.

Agreed.
It is so sad that thieves come from all walks of life and they always seem to know where to find easy money.
Makes you wonder what has become of this world.

What’s sad is that these elderly homeowners most likely voted for this Marxist clown ...

Schadenfreude

If they hadn't been selling them to nonprofits, they would have been selling them to developers. You all think there weren't tax foreclosures during Bloomberg's administration???
