Really? There was a time I considered living in the Rockaways. As you know I'm outside exercising every day. That was part of the reason. To be running by the water. But I knew with my schedule, my commute during the off hours would not be fast or fun.
Considered near Coney Island/Brighten Beach as well but by then the area was on a come up and not that affordable for me.

They may not. I think it's part of a bigger project that's not scheduled to finish until 2026. So there may be sections of the beach that will be closed this season. If I run across a link, I will post it.

It’s a US Army corps of engineers project.

Building a Better Rockaway Beach

Rockaway Beach General Access and Closures

In line with USACE’s confirmed construction schedule, starting Memorial Day weekend, as many as 70 blocks of Rockaway Beach will be open to swimming seven days a week. Due to construction, 10-15 blocks of beach will be temporarily closed to all access throughout the summer, moving westward from Beach 116, and moving eastward from Beach 143. The closures will be rolling; over the course of the summer the work zones, open beaches, and beach access will shift as the necessary work progresses. The entirety of the Rockaway boardwalk will remain open.

It can be if you don't take precaution, like anything else

I would advise against going too far out
