He didn't just ask you for 1000 dollars......he made up a lie so you would give him 1000 dollars.....that is attempted FRAUD in my book.
What did they mean you couldn't prove he was filing a false report? Didn't he tell the cops you hit his car and he wanted money for the damage? What better proof than a COP for a witness?
Kinda like letting someone go who shot at you just because they missed......they still tried to shoot you.
Anyway, since the cops were first hand witnesses to attempted fraud, I think they should have been able to charge him. Just my opinion.

The man could have actually thought the OP did hit his car.
He didn't say he saw the accident.
They can't arrest him for being wrong about who he thinks hit him.
I think it probably was a scam but proving it was is another story.

Oh, please! There's no way that this man thought the OP hit his car. He parked there AFTER that car was already there. This was proven by the security camera footage. I hope you never serve on a jury.

You need to rethink the original post.
How do you know that the man didn't go shop, return to his car, see the damage
and at that point make the faulty assumption that the car beside him did the damage??
I already said I think he was scamming, my point remains that the police cannot arrest him for
a hunch.
IMO, since the police were witnesses to the attempted scam, they should have been able to arrest him for attempted fraud.
/\ This. I'd have done a citizen's arrest and had the cop handcuff him, put him in the back of the police car and take him to the station, and I'd meet both the guy and the arresting officer there and signed the arrest report!
It doesn't matter what the man thought. What matters is what he said. What matters is that he claimed the OP hit his car, which obviously did not happen because the security cameras show that the man arrived there after the OP's car was already parked.
