I know what you are talking about and I think in most cases there is no malice in their intentions, they are not picking up the necessary social cues, they are lonely, they so not want to be alone in a social situation. This is when I become a sucker...I have a very tight knit group of friends and I always try to include the socially awkward folks into the fold.
I'm not sure everyone cares about being well liked by everyone, they would rather be true to themselves and say what they think, and see where the chips fall!
