North Carolina is winner take all when it comes to electoral votes base on how each county voted.

Two states , Nebraska and Maine do their electoral votes by congressional districts. Both give two votes for whoever wins the popular vote.

Do you think North Carolina should do this with it's 13 congressional districts?

Bad idea. Congressional districts are gerrymandered. The idea is a pure power grab by the GOP. The only reason they kept the house was because of that. More people voted for democratic congressmen than republicans yet the GOP won more seats.

I vote for popular vote and NO electoral college at all. If we had that system, we would have never had GWB as president.

The best part of the plan and why it's not going to happen is it'll render swing states completely irrelevant and force a ton of Democratic money out into moderately Republican districts.

In fact Bill Owens, the Republican former Colorado governor said as much when a similar amendment was on the ballot in 2004:

We could always join the National Popular Vote Interstate Compact. The way it works is when the number of states which sign on totals over 270 electoral votes, they've amended their electoral process to award all of their electoral votes to the popular vote winner, thus ensuring the popular vote winner also wins the electoral vote. They're already at the halfway mark as far as signatories goes. NC signing on, which is highly unlikely right now, would go a long way toward pushing it forward.
