Maybe. But I don't think he's that kind of guy. Plus, he's spending time talking down about the bill. If he vetoes he means it.

Nah, I don't buy it. I think he just wants to make himself look good to more voters, but you'll note it's "unless changes made" so they can make some small change and then "changes made" and he doesn't have to veto.

I doubt that he personally wants this bill to pass.

Politically, I think he'd be a fool not to try to appease everyone.

His veto is meaningless unless you want to see it as a symbolic gesture.

Maybe he was worried about it "diminishing our brand".

Sounds like my initial prediction that he'd cut a deal with Tillis to agree not to override the veto panned out.

Don't you just love riders on bills? S353 is not the bill that would allow for helmetless riding (in and of itself a stupid bill if you ask me), but this one http://www.ncleg.net/Sessions/2013/B...PDF/S353v2.pdf
