Although, of the V.A. it's always the same amount regardless of cost. I assume if the prisoner is indigent the state will pay.

The drug testing is for Work First recipients but not all of them. Most of the wordiness in the title of the bill is for direction of social services to do background checks to make sure the recipient is not a fleeing felon. I didn't realize that was a huge problem.

I know must of the talk will be about abortion and that links may have already been provided. But I thought I'd highlight these and provide links in case buried in another thread.

Oh. And motorcycles.

SB 353
AN ACT TO MODIFY CERTAIN LAWS PERTAINING TO ABORTION, TO LIMIT ABORTION COVERAGE UNDER HEALTH INSURANCE PLANS OFFERED UNDER A HEALTH BENEFIT EXCHANGE OPERATING IN NORTH CAROLINA OR OFFERED BY A COUNTY OR MUNICIPALITY, TO PROHIBIT A PERSON FROM PERFORMING OR ATTEMPTING TO PERFORM AN ABORTION WHEN THE SEX OF THE UNBORN CHILD IS A SIGNIFICANT FACTOR IN SEEKING THE ABORTION, TO DIRECT THE DEPARTMENT OF HEALTH AND HUMAN SERVICES TO AMEND RULES AND CONDUCT A STUDY PERTAINING TO CLINICS CERTIFIED BY THE DEPARTMENT OF HEALTH AND HUMAN SERVICES TO BE SUITABLE FACILITIES FOR THE PERFORMANCE OF ABORTIONS, TO AMEND THE WOMEN'S RIGHT TO KNOW ACT, AND TO INCREASE PENALTIES FOR UNSAFE MOVEMENTS BY DRIVERS THAT THREATEN THE PROPERTY AND SAFETY OF MOTORCYCLISTS.

North Carolina General Assembly - Senate Bill 353 Information/History (2013-2014 Session)

SB 368
AN ACT TO PROVIDE FOR A TEN‑DOLLAR CO‑PAY FOR PRESCRIPTION MEDICATION DISPENSED IN A COUNTY JAIL, TO PROVIDE THE PISTOL PERMIT FEE TO BE AN APPLICATION FEE, AND TO MAKE IT A FELONY TO ESCAPE FROM A COUNTY FACILITY WHEN CHARGED WITH AND BEING HELD FOR A FELONY.

North Carolina General Assembly - Senate Bill 368 Information/History (2013-2014 Session)

HB 392
AN ACT REQUIRING A COUNTY DEPARTMENT OF SOCIAL SERVICES (DSS) TO VERIFY WHETHER AN APPLICANT FOR OR RECIPIENT OF TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF) BENEFITS OR FOOD AND NUTRITION SERVICES (FNS) BENEFITS IS A FLEEING FELON OR A PROBATION OR PAROLE VIOLATOR, TO DIRECT INTERAGENCY COOPERATION AND INFORMATION SHARING IN ORDER TO VERIFY THE ELIGIBILITY STATUS OF AN APPLICANT OR RECIPIENT, TO DENY TANF OR FNS BENEFITS TO AN APPLICANT OR RECIPIENT WHO IS A FLEEING FELON OR A PROBATION OR PAROLE VIOLATOR, AND TO REQUIRE DRUG SCREENING AND TESTING FOR CERTAIN APPLICANTS AND RECIPIENTS OF WORK FIRST PROGRAM ASSISTANCE.

TANF= foodstamps. Work First = "welfare" cash assistance.

North Carolina General Assembly - House Bill 392 Information/History (2013-2014 Session)
Isn't the DSS underfunded and under staffed to begin with? If so, how is this going to get enforced.

Maybe it's the democrat 180 approach: We are going to save our way to prosperity.

Fine with the co-pays in jail, completely against the abortion bill.

Oh yeah, saw dust on the floor and no electricity, good one! This law is no different from what they are proposing in Texas under the guise of looking out for women's health and safety when the true intent is to make the upgrades and guidelines impossible for these clinics to remain open long-term!

Have they really done anything to fix an actual problem?

Ever hear of Kermit Gosnell's house of horrors in PA? Do you think that clinics that provide major medical surgery shouldn't be regulated at all?

I hear George Soros via ProgressNC has a few billion, maybe he can help with the upgrades.

Do you think that clinics...
Explore for a minute WHY a facility like that existed at all.
Consider if ANYONE wants such to be there.

Safe... Legal... Rare... Prompt... Free

Rare by means of far better education and use of contraception than we have today.
Aside from the million conceptions lamented so thoroughly in this thread...
there are probably another million similarly ill considered conceptions to be avoided... that aren't.

Prompt because once the diligent, educated try to avoid conception line has been crossed...
and the choice to exercise the right has been made... NO ONE gains from delay.

Free because dealing with the costs are the single largest hindrance to prompt...
(and it's the best use of public funds even if/when available HI might pay something)

The right to make a choice without the ability to exercise it... isn't much of a choice at all.
(which has been the strategy they have been attempting to implement since Hyde)

Because state inspectors hadn't been there in 17 years. Is that acceptable for an NC clinic this new law affects? When should an inspection of an abortion facility be allowed?

You've got 3 out of 5. Safe for the most part if done in a sanitary facility; legal because of Roe V. Wade; rare not so much (3 million of something a year is not rare); prompt (I guess); free, definitely not because I pay for it and so do you.

Nope. The question is why it existed.

Nope yet again. We pay at least 5-50X as much as we need to.
---

Beyond the food, clothing and similar home expenses involved, the professional level of prenatal
care alone is about $2000; the actual (uncomplicated) birth an easily be another $5000.
Who pays for this? Who pays for the next 18-20 years of dependent minor needs?

The wealthy have options and have always had choice. ALWAYS.
The poor don't. If the far more important goal of PROMPT is to happen...
then no one benefits by making an issue over a few hundred in facility fees.

Besides, most of those who NEED it free will qualify for assistance anyway.
In fifteen states, the costs are a complete non-issue. The rest need to step up.
But being free still isn't enough if the facility and staff isn't there.

The right to make a choice without the ability to exercise it... isn't much of a choice at all.
(which has been the strategy they have been attempting to implement since Hyde)

All of which is still just background noise to disguise the actual underlying problem.
That's right... the abortion is only a symptom of the problem.

If you are genuinely opposed to abortion... work to prevent the conception.

So..anyone receiving any form of public assistance is, "feckless"?

That's fairly ignorant.

Why didn't the law include having wardens carry larger Billy Clubs and at will use of Tasers?
What a waste of time....
