A $350 million investment in an outer-ring county is made because people like Yaromir Steiner understand what people want.
Yaromir Steiner also knows where the money is: the suburbs, especially the outer-ring of cities like Cincinnati.

Same for any similar suburb of any Ohio city. These are the same people that fund the big cities by paying money to eat at downtown restaurants, go to sports games, city events, etc all while driving a measily 15-30 minutes from their suburb to arrive at these places. For Cincy, when nothing of interest is going on in the city, residents of Butler county can drive 5 min to Liberty Center if they need to pick something up. Or order it off Amazon on their phone. It's a win win.
