Sacramento or the Bay area might do the job but driving there means going over the pass south of Ashland during the winter.

Or driving down the coast, with the risk of floods and mud slides. Even so, they rarely close I-5 for more than a few hours at Siskiyou Summit. Time it to arrive mid-morning and by noon they will probably be letting traffic through.

Especially if you find yourself on the tarmac behind an OANG F-15 ready to do a sortie...plenty warm THERE.
