Why so many websites charge for "free" images. So where is it that they get these "free" images from?

Whenever pics get uploaded to various sites they're not subject to copyright, unless explicitly otherwise. And as such enterprising website can grab them, slap on a copyright and charge!
When you download an app you'll sometimes see in the T&Cs a clause where the owner of the app can use your personal data for its own means once it has been uploaded into the public domain (ie the world wide web) unless you copyright your images before hand.

I'd call that theft, and also the abuse of one person's generosity to others.
