In my cold weather neck of the woods... we have a heated garage and our 3 young kids play basketball, soccer, and floor hockey. Our 9 yr old does 4th grade basketball in the winter. But yes we have our moments when the kids are very anxious to run around. At the public school if the temperature is below 0F they will not go out for recess or if above 0F and wind chill is below 25 below. During those times, they run around in the gym for recess.

Interesting..If a daycare here in Delaware (U.S.A.) had made my son spend hours out in the rain it would have only happened once.

Why? Kids love rain. They're all dressed up in their waterproofs and wellies so no-one gets wet clothes or cold. The only annoying thing is that her waterproofs get covered in the wet sand from digging muddy sandy puddles but that's nothing a hose pipe or washing machine can't fix

Lol kids love snow...
I had a hard time getting mine to come in for hot chocolate half the time...
So obviously playing outside, sledding, making snowmen, etc.
There's also snow chalk- pretty & fun...

I also had them in Martial Arts classes-- that really was a workout in itself.
Basketball leagues, hockey teams to join....... etc.

We also had ping pong set up in the house, air hockey & tons of other things to do.....
There's never been a shortage of ways to keep 'em active & busy.

Clean the house
Shovel the snow
Clean cars of frost/ice/snow

You know... all the things we hate doing as adults during the winter time that we can now torcher the kids with! :-)

True we live in different worlds but I do find it odd that someone wouldn't want their kid's daycare to send the kids out in the rain.

I think it would depend on how cold it was.

We used to play in the rain during warm rains, but not when it was sleeting and horribly cold.

Its been switching between normal rain and sleet here, not a problem. Below zero the last two days so they've been having fun cracking the ice on puddles. The kids wear either their rainsuits with warm clothes under or their snowsuits so they're fine despite the cold - its only cold for the adults because they're not running around.

Here in Denver, our kids don't go out for recess if it's raining (it's a dry enough climate that we don't invest in serious rain gear), and it has to be above 25 for them to go out when it's cold. Our coldest average highs are in the mid 40s, so typically it's sunny and above freezing for afternoon recess in winter.
