Peter Bernstein and Paul Wilmott would be my two. Paul Wilmott's books are a bit heavy on the math while Peter Bernstein is more more general reading. Both are focused more on investing. Budgets aren't really interesting though, although probably the most important part of personal finance.

^did you mean William (bill) Bernstein? Both are pretty good authors in finance. I recommend both Bernsteins (no relations between the two that I know).
