I know we're not as "cool" as West Philly (the new hipster/white liberal paradise) because we're just regular ol' white blue collar folk, but these neighborhoods are safe and shouldn't be overlooked as being so.
It has nothing to do with hip or cool. It has everything to do with what is generally considered as the "core" of the city. I'm not going to do it for every neighborhood because personally I don't care enough to invest that much time into something for this forum. There is a reason I didn't include Southwest Philadelphia, the outer neighborhoods of West Philly, anything North of Temple, Northwest Philly, Northeast Philly. I just didn't include them because they're not the "core of the city"

I don't know if one is "not supposed to" go beyond 50th Street...but I'll concede that it helps if you're African-American except maybe for diverse Overbrook and Wynnefield.
