However "good" (or "bad") the intentions of the app's developers may have been, I actually agree with frank, and feel that this is a good resource for adventurous visitors/newcomers who like exploring different neighborhoods but aren't quite sure where the dividing lines are between the city's safe, slightly sketchy, and downright dangerous enclaves.

There are black and Hispanic ghettos in Philly, but no white ones ... you have white people who happen to live in black/Hispanic ghettos and you have "ghetto" white people sprinkled all over, but there are no predominantly white ghettos.
