I've been in town on an early Sunday morning in the summer: 8-ish; and parked near the Franklin Institute and walked around the City Hall area before The Franklin Institute opened and I remember thinking "Where IS everybody?"

The skyscraper areas of the city BUSTLE during the week but it was really dead on that Sunday morning. Like someone said, it's like visiting Wall Street in Manhattan on a Sunday. The residential neighborhoods would have been much busier, I'm sure, than the granite canyons.

I remember thinking the same thing that time: Where is everybody?

You said it... that's the business district... that's like going to Wall Street or The Loop in Chicago on a Saturday or Sunday... it's all office buildings and there are no employees there. Go to Old City or Rittenhouse or anywhere else surrounding the business district and you'll see a ton more people.
