Sorry but I would NOT recommend the Heights of Collingswood. Ive lived in Collingswood for 7 years and as far as I can tell, the MAJORITY of petty and, sometimes, not so petty crime, originates from there. It is known to be poorly run, in poor shape and not a place you wanna be. Your budget is going to be very tough. You will have a very small place for that money in most of the areas close to center city.
You can try South Philly, but be sure to attempt EAST of Broad street either in East Passyunk Crossing or close by. You will not get parking, nor security.

I'm going to respectfully disagree. When it was the Sutton Towers / Parkview it started going down hill. the owners were in a last ditch effort to stay afloat and rented to anyone regardless of background checks and financial stability. The the current owners took over they did a good job of not only cleaning up the building physically but also cleaned up their leasing process.

What I admire about the new company was that they worked with the elderly tenants there that have been there for 10+ years. There is also a police presence that scared away a lot of criminal activity.

As a young woman I never felt unsafe, even when I would come home at odd hours because of travel. We finally left when we bought our first house and received our entire security deposit back without any problem.

Point well taken. I would suggest you contact The Retrospect (in town newspaper) for the local crime reports. You will see that the HOC are cited quite often.

@MsCristina Thank you for your input. I appreciate it. What stores are nearby i.e. walmart, target, grocery? Are there restaurants nearby?

How long did u live there?

There is a small market in the complex for things like bread, milk, eggs, etc... I like shopping at Wegman's. It is just a 10 min drive. Collingswood has tons of restaurants. There is also a pizza shop across the street and a CVS 2 blocks away.

What building do you recommend to live and WHY? What floor also? I know laundry is on the 1st floor? Why are there so many negative views of this place? Do you have any other recommendations of properties in the area?

I would try to see what you can do with the BRAND NEW Lumberyard (The Collings at the Lumberyard). It is a new mixed use, transit village/apartment complex in the center of Collingswood. You really need to ask others about the Heights of Collingswood. Its is not going to be where you want to be.
