I work in downtown Phoenix and previously lived in Chandler, so I am no stranger to the 30-40 min drive each way to work. I now live in Phoenix but I am very unhappy with the area in comparison to Chandler and I am willing to sacrifice my 15 minute drive to move back to the East Valley within the next year. My question is, what is the best location that has a small-town quiet feel to it but still staying within a 30-40 min drive?

I have heard lots of good things about Gilbert, I am hoping to start a family with my fiancé in the next few years. I attend college so it still needs to be affordable within the $800-1000 rent price range. I should also mention my fiancé has severe PTSD so quiet and privacy are of upmost importance over amenities etc.

I can google, but I figure since everyone is so helpful here this would be a good place to start

Much of Gilbert is exactly like Chandler and most of all the other contiguous suburbs of Phoenix-- limits of nice neighborhoods with houses close together and the shopping centers at the major intersections. Out in the outskirts of Gilbert you'll find some older homes with larger lots, with perhaps a bit less shopping congestion, but they may be outside your commute limit.

What you are looking for May not exist within that boundary in metro Phoenix.

Gilbert and Chandler do not feel like "small towns" to me and I don't think I've been anywhere in the metro area that felt like a small town. There are many places that would be nice places to raise a family though.

I agree with this. Both of those places still have the small town feel. Chandler heights area is also very rural as well. All communities surrounding San Tan Mountain will have that small town rural feel and have a very beautiful view that remind me of Tucson. I just wish my parents would see this and avoid Tucson like the black plague.

Fountain Hills, Carefree and Cave Creek definitely have that small town feel. They're all a bit pricey, and a longer commute, but they all fit the bill.

Low cost of living in Superior with beautiful views of Picketpost and Apache Leap. 15-20 miles from shopping in Gold Canyon or Globe with a good mexican joint Los Hermanos on US 60.

I don't think Superior is within the commute limit set by the OP. But then, neither are Queen Creek, San Tan Valley, Chandler Heights, Carefree, Fountain Hills, or Cave Creek.
