To update, it looks like Loop 303 in Surprise will be open as a full freeway (from Peoria to just south of Grand/US 60) around July 15:

Yee hah! I'm loving it. That stretch is the worst for me going to L. Pleasant with a light (always red) every mile.

Being from another state, it amazes me how fast ADOT works.

Right. Granted they had a pretty clean slate to work with, but in some parts of the country projects like this would have become generational.

For Loop 303, I think the only way it could have been done faster would have been if the old 2 lane road was closed for the duration of construction. When they do close long segments, north-south traffic is usually detoured on portions of Cotton Lane, Sarival Ave, or Reems Rd.

I spent my career involved with large public works projects. Although, I am in no way involved with 303, just watching the thing go in tells me it is one of the best coordinated projects I have ever seen. Hats off to whomever the project management is on this. The only beef I have is the delay in doing the Grand Avenue overpass.

After Grand Avenue, all ADOT really needs to do is work on an overpass/underpass at El Mirage Road.

Compared to what the freeway situation looks like in Tucson, what ADOT has done around Phoenix is impressive.

Having grown up in Arizona. Now living on the East Coast, I can say ADOT has to be one of the top in the nation. Projects are always completed very fast there and the quality is amazing. Freeways were always smooth, pothole free and well striped roadways. I miss it. The freeways here have narrow lanes, no shoulders, potholes everywhere and not wide enough for the population. And phoenix rush hour is way better than east coast city rush hours for sure.
