They were afraid of this happening:

Phoenix City Councilman Getting Butt Plug Following Satanist Scrap | Phoenix New Times

In other words they didn't want to get DiCiccio'd.

good news....Phoenix council freaked and bumbled, while Scotts did the right thing

(actually, there should be no prayer at all (separation of church and state), but I quibble!)

DiCiccio does a lot of great things for Phoenix. He consistently exposes corruption and always informs on how much money is being wasted. His newsletter is a treasure trove of valuable information and he has the best staff. Always helpful and always answer my questions when my councilman and his staff never does.

That said, he's embarrassingly wrong on this issue. He fell for the troll. On reason I cannot vote Republican in most matters is because they're so hung up on religious aspects. There's no room for prayer, of any kind, in official city business. If one faith is accommodated then they must all be accommodated. Let's face it, that's just a waste of time.

Keep the faith out of city meetings.

He was on Sunday Square Off this week. Came across completely belligerent comparing this group 1) to ISIS and then 2) to Satan himself as a moniker of pure evil and finally 3) as a cult.

And that despite complete knowledge his prop will be struck down Constitutionally and waste a lot of my tax money, he wants to pursue it anyway. There are such things as Conservatives, and then there's Arizona.

Scottsdale did the prudent thing. Phoenix blew it.

I only wish this were the case, and I can't believe that in 2016 this is still an issue. 1216, maybe... but one would think society would've moved forward by now. Whether politicians want to see it or not, this behavior does send a message that someone of a different belief system is inferior and not worth recognizing. A moment of silence/recognition/reflection/contemplation/etc. is neutral and recognizes that not everyone follows the same spiritual path, but it seems that's not good enough for a certain group of adherents. So, I'm with you in that they must recognize all or none. Fortunately, a Snickers commercial from the mid-90s offers a 30-second glimpse of what that would look like:

Would you be okay if a prayer was offered in front of the council which stated that all atheists were wrong, were subject to eternal damnation, and were evil people?

If you find that offensive, do you understand that people would be upset about a religion that was formed to mock their own religion, attack Catholicism, and (in Oklahoma), wanted to use a consecrated Eucharist they stole in a Satanic ceremony in the Civic Center in 2014?

I understand that you may not agree that the Eucharist is considered the literal Body of Christ by about 2/3 of the world's Christians, but it is an act that is as offensive to them as burning the Koran would be to Muslims.

It is a faux-religion formed around hate speech, and hateful actions, and as a mockery of an existing religion. As such, it should not be permitted to participate in civic space, anymore than ISIS, the Westboro Baptist Church, a KKK-affiliated church, or the minister who planned to publicly burn the Koran down south would be, even if you are not a member of those faiths.
