Just out of curiosity. I find myself asking this question when I'm bored. Where would you choose, and why? For me I think that I would have to go with Sedona, it's beautiful, pretty moderate weather, close to a lot of great nature, and full of culture.
Note: the cities I listed are just the ones that I feel are the most spoken about/well known nationally.

Prescott. 4 seasons, trees, mountains, and still surrounded by famous Arizona sunshine.

What if I live in Phoenix metro but I also don't at the same time... Can I still vote? Haha!

Anyway, not sure if I would pick Flagstaff or Tucson. Love Flagstaff's weather but the town is so small... Not even sure if good weather could get me to like living in such a small town like that. Tucson feels like a big small town and it's pushing it, let alone Flagstaff.

Anywhere from Banning CA on down through Temecula to Diego. Got the beach , skiing and desert within an hour of this corridor. COL in places like Banning , Temecula and El Cajon comparable to PHX.

I gotta go Flagstaff. Dang near an ideal climate for me. Summers are still a bit warm bit it would do nicely (told you guys I live in the west climate possible for me lol). I'd also settle for Prescott or Payson somewhat happily.

Globe and Cottonwood at 3500 ft the true banana belt for a touch of 4 seasons with no extremes.

I'm from El Cajon, born and raised, hence my username. The climate there does not even come close to Phoenix. Highs average high 80's and 90's (they do get over 100 at times). The big difference is summer isn't hot for close to as long as here and the nights and mornings are beautiful after a hot day. Unlike here in summer. El Cajon gets hot from my perspective but, doesn't come close to Phoenix. Payson summers are more similar to EC. Winters in El Cajon can be similar to Phoenix. It just don't get hot nearly as quickly afterword.

They both get extreme summers. 10 degrees cooler than Phoenix doesn't change that.

Haha I misread your COL line. And I was going off about climate for nothing.... I know El Cajon cost way more than Phoenix. COL maybe similar somewhat to wealthy areas of Scottsdale and Cave Creek. If I could afford El Cajon, I sure wouldn't be here. Temecula is a bit more affordable but still so much more than the valley. Temecula also HOT. 95-100 all summer long. I'd take PHX over Temecula overall lol.

I know how hot temecula and El Cajon gets with Santa Anas as it was holding steady at 99 from Temecula to Moreno Valley on the 215 this past labor day. Rentals in El Cajon are affordable being an RVer. One park charges $650 / mth. Some of the apartment complexes are $1000 range as well. More than parts of PHX sure. Way more ? La Mesa and points west I agree for the most part.
