I agree with az4good and sunshinne. There are some really great schools and some not so good schools in a single district. It depends on a lot of factors, not just location. Also, within a single school there are good teachers and not so good teachers.
I used to teach at a school district in Phoenix with a good reputation. Many parents drove their kids in from out of district. The teachers I worked with were amazing, and some of them are truly my heroes. Unfortunately, this district, thanks to the superintendent, is moving backwards in time when they used to be very forward thinking.
Now, I am in a different district. Thankfully I received some fantastic training at my old district and worked with highly professional teachers, otherwise I would be drowning at my new school. I work with some great teachers, and I work with some people who should never have gotten into the field of teaching.
I wish there was an easy answer on school districts.

You are sooo right! Even though I teach at an excelling school in a great district, I have no idea what I'm going to do when my daughter enters fourth grade. I don't have confidence in any of the teachers at that grade level. Either do I at the third grade level. There's so much more to look at than whether a school is excelling!

I find that Cesar Chavez of the Phoenix Union High School District is amazing, they just got a new principle tho that seems to be ruining things and changing everything around. It angers me to see it.

The Peoria district is also great. Just like others said, be careful about individual schools even within a district. Vistancia Elementary, Sunrise Mountain, and Liberty are all "excelling" schools with good programs and staff. We've been here for almost 3 yrs and are very pleased so far.
