There's almost too many, HOT is great so is El Chorro. Here's a few more I've seen or heard of from friends. I'd eat outside for every meal if I could.

Postino Annex Tempe
Pedal Haus Brewery
Culinary Dropout
Top of the Rock
Casey Moores
Fate Brewing Tempe or Scottsdale both have good patios
Perfect Pear Bistro
Ocotillo
OHSO brewery, all locations seem to have great patios
The Churchill
Windsor

Lon's at the Hermosa in PV is my recommendation. It's like a little getaway in the middle of the city.
