Has anyone else had problems with a utility company called sierra utilities?

We had a miscomunication with APS about my account, I gave them the address of my apartments, but they somehow put in the wrong address, something in south phoenix.

Anyways, we did not find out about this until after a month when we got our APS bill and it was $0.

About a week later I got a bill in the mail, rather a postcard, saying I owed $109 for electric services?

I did some research online, and I found a number of people saying that they cannot even legally bill in Arizona? I am not sure what this means exactly, but I assume it has to do with them being in a different state.

I live in an apt complex that used Sierra Utility Services, a 3rd party company, for water bills. The company charged outrageous rates that caused us to pay $60-$70 water bills each month. The complex recently changed management and has since went through processes to break the contract with that 3rd party company. The complex now says that in order to be reimbursed for all of the money we were overcharged via the 3rd party billing, the residents would have to sue that company. I'm currently looking into initiating a lawsuit so that we can claim all of the money that this company has overcharged all residents receiving outrageous bills from this company.
