Pretty sure PennDot has enough work to do plowing the other roads rather than being immediately "bothered" with the HOV lane. It also comes at a cost. If you want everything plowed immediately then you're going to be paying more for drivers/equipment to do so. A few days a year of it waiting to be plowed or a malfunction really isn't a big deal.

I guess Cranberry is a suburb, but really its more of a city and destination attracting its own people.

There is certainly a need for two-way transportation to allow people in Pittsburgh to get out to Cranberry jobs and vice versa. A few years ago, PAT recognized it and had a Cranberry bus from town.
There's nothing in Cranberry that isn't in any other suburb of 28,000 people.

The PAT bus was cut due to a lack of demand and the free market (Lenzer) couldn't make it work. There just wasn't enough demand.

A light rail will also suffice. The story about it is pretty interesting.

East End can't get rail with a population nearly ten times that of all of Butler County, with much wealthier service areas.

Yeah, but counterbalanced against this is two things.

1. It's easier to find a ROW through (comparably) underdeveloped suburban areas than through the City.

2. The T stub at the North Shore is pointing in the right direction (vaguely).

The T stub at Allegheny Station would be better used serving the dense North Side neighborhoods than it would be running it twenty miles north to serve a much smaller population.

Honestly the best use of it is neither of those, but going roughly up 65 to Sewickley. I say this because Allegheny Station was placed in such an awkward location. It would be difficult to even get it to turn north fast enough to go up Fulton Street.

The effectiveness of a public transportation network isn't measured by how easy it is to serve a suboptimal population. I'm pretty sure there are even less people up Rt 65 than there are north towards Cranberry.

Allegheny station is in the location it's in because the original plan to serve the North Side core was gutted, leaving us with a stadium connector.

Perhaps, but there's something to be said for "if you build it, they will come." If you look at NYC today, the highest-density is found around subway lines for just that reason, while areas served only by buses tended to top out at rowhouse levels of density.
