Fracking really hasn't been a boon to Pittsburgh because companies like Range Resources were sticking it to leaseholders by charging themselves fees and taking it out of the lease money they paid out.

Like everything else conservatives push, the already rich got theirs and everyone else got screwed.

Right--it was mostly for the other counties that were desperate for anything as there was little else. It was a patently stupid thing to pursue for many reasons for the overall region, but it makes a bit more short-sighted, temporary sense if municipalities are operating at odds with each other rather than as a cohesive region.
