LOL--this was the old thread I didn't want to revive-thought I'd catch heck for it!
Called a few of the #'s.

I think he means new codes now in effect as opposed to when the retaining wall was originally.

Heads up--unless you know what your doing with footers & reinforcement & drainage, soil types & freeze lines in this hilly region & are DIYing, there is no such thing as a cheap retaining wall. It's hard labor.
A good cement or brick mason should know the codes. If you're under 4' & not a lot of slopes, or crazy drainage issues -you usually don't need an engineer. But this is Pittsburgh, so many are well over 4'.

Don't be fooled by some of those basement foundation companies that say they do exterior retaining walls & charge insane prices on retaining wall systems--check out Angies List, & before you choose anyone for a retaining wall--look at their work--their oldest work--The hills/slopes/mountainy area here requires a bit of know how, proper footers & drainage.
