I wouldn't doubt any state could have problems.

#1 Do they have government unions? If so they have to go.
#2 Lots of people on social programs? Time to make that temporary except for the really disabled.

I remember Texas tool tons of troubled people from New Orleans and Katrina. Most of them never worked, never will and are famous for being on the dole.

That's the whole problem with Texas - a whole lot of people on social programs. The problem with social program spending is that there are no limits for it, no normal constraints to it.

It's too bad X amount of dollars isn't set aside for social spending and when it's gone it's gone but instead the amount spent is determined by whatever number of people choose to live off it. And that includes the many thousands coming over the border, they are simply added to the welfare rolls just by giving birth here. The welfare class has many more children than the taxpaying class and that can mean social spending is out of control in short order.
