They have to live within their means like everyone else. Wisconsin has a $3.6 billion hole, they can't print money. The cause of lower credit rating is too much debt, the municipalities need to tighten their belts.

I find the Dems position on this fascinating when compared to the health care debate. They recognize their is an issue with health care and their response is radical change. Yet with education where we have the exact same set of problems. We spend more than the rest of the world and we have poor outcomes, their response is protect the status quo and throw more money at the existing structure. Such an interesting pathology.
