What time is more convenient? In 1962 we were hardly in a position where the government would admit to there being a problem. I'm sure it took many years to come to light ...particularly if it took another 26 years before it was shut down... really? How many others are out there we are unaware of? What happened to all the material from Japan? Does anyone really believe it just vanishes and becomes harmless?
We live in a country that likes denial, we also like to shoot the messengers of ugly truths.
All of the fissionable material should have been reprocessed into fuel rods and used up in commercial reactors. IIRC most to the waste is associated with the pentagon Weapons program and they are notorious for never cleaning up their act unless forced (and funded).
