The President does not make or pass the budget. Congress does. The budget was never balanced when Bill Clinton was president. This guy also accuses Republicans of playing politics with the debt ceiling when there hasn't been any discussion of that yet. And he fails to mention all the spending done since Obama has been president. Which is significantly higher than any spending under a Republican president.
