You should only have children if YOU can afford to raise them.
Everyone should pay taxes, but as it is, the ones who want the "rich" to pay more taxes (to help those who don't pay taxes) are likely the 50% who don't pay any.

I just thought there was some irony in someone saying that a person making $15K shouldn't have kids and also that the person making $15K isn't paying enough taxes.
I see no inconsistency in the logic.
If a couple wants to have children but are financially unable to provide for all the expenses of that child, they need to wait until they are in a better financial position.
A person who earns $15K/yr still benefits from government services and should some skin in the game too...obviously not as much as a wealthy person, but something.
If a person earns a low income, they need to get an eduction or otherwise develop a marketable skill. There is no excuse for being too lazy to develop a marketable talent.

There are millions of people with marketable skills, and still unemployed. Your whole view of the world that the economy rules everything including private lives is hopelessly unrealistic. And from a certain age on companies just don't want you anymore, regardless of your skills.
Poor people will not stop having kids just because they are poor, to the contrary, just look at Africa. If everyone were guaranteed a basic pension regardless of work history, people might think twice, but when they are scared of the future, they will have more kids who they hope will find jobs somehow and care for them later on.

IMO, they should not BE minimum wage workers for extended periods of time.

No, it's not ridiculous. Natural selection is alive and well. And yes, as a group, underachievers are poor due in part to genetics.
