You really should start posting accurate things. The economic downturn was ongoing when Reagan took office. It improved greatly while he was in office and became a very prosperous economy.

Congress controls the purse strings, not the president. The (Democrat-controlled) Congress in the 1980s outspent Reagan's budget proposals. Every balanced-budget which Reagan presented to Congress was declared DOA by (Democrat) Tip O'Neill.
