What a silly question. Of course not. But just because someone has'nt found work as quickly as we think they should have doesnt mean they are refusing. Employers are aware that they are at an advantage now and are getting persnickety about giving even skilled able bodies with degrees and
years of experience, a chance at entry level positions.
First you would have to set up a panel of bureaucrats to decide what is, or os not work. If I were a struggling, new artist or writer, is that considered "work"?
Work is an endeavor that earns you an income. If you aren't making money on it, it's nothing more than a hobby.

I have a job thanks, not to mention a full time student finishing my degree, about to start my Masters.
Secondly, I'm not "on the dole", and our family doesn't recieve ANY money from the Gov (save for my husbands military disability which is a bit over $200 a month, BTW).

Why haven't they saved up for a rainy day when they were working, and why aren't they spending a few hours/day in a library studying new skills?
If someone has a minimum wage job and student loan payments, how much do you expect them to save up for a rainy day?
And when that rainy day comes, how long do you expect their nest egg to last?
And many skills are not marketable without the formal education that most employers want. Why would an employer hire a self-taught accountant when they can get someone with an accounting degree and a 3.8 GPA?
Should able-bodied, able-minded people who do not have any other obligations and nonetheless refuse to work be entitled to a minimal standard of living, by government support if necessary?
No. So why are we paying the Republican senators and representatives who just vote "no" as a block, and don't really do any constructive work?
No they should not continue to get money.
As an example though, let me give you a taste of what goes on in California where I live.
Resident mother, father's never around or paying.
#1 EBT
#2 $600 per three children in house
#3 Education money to go to school.
#4 Free medical
#5 Free cell
#6 Free baby sitting
#7 Maybe a section 8 voucher for housing.
So why would the person above go work for lets say $10 an hour when they will lose money?
So many are uninspired to ever work, probably file false tax returns for thousands and until you kick them off the system they aren't leaving on their own.
The system has to become far more unattractive.
