Should able-bodied, able-minded people who do not have any other obligations and nonetheless refuse to work be entitled to a minimal standard of living, by government support if necessary?

It should be an obligation that all who receive any welfare show and demonstrate their attempts to gain employment.
That being said, many people who work, receive assistance. When I was in high school, i worked at a restaurant and we had a couple of dishwashers who lived together in a section 8 home. They made about 20K a year in wages.

No but after their unemployment runs out, give them a job to do. I believe that many of those on disability can do some work but just can't find anything.
