I haven't seen a picture of the gate in question but considering the area it's probably more to keep people from getting in there and breaking into the cars etc.

In nicer areas you can just have a little gate with a wood arm that swings up and down. In other areas the garages have completely closing doors or metal gates like what they use to close up stores in the mall etc.

The concept would be that no one would be dumb enough to hang on and get sucked inside. Then again, we get lawsuits from people using lawnmowers to trim their bushes (by picking them up) and much much more.
